After a groundbreaking ceremony held last October 30, 2021, the government, through the Zamboanga del Sur Provincial Task Force to End Local Communist Armed Conflict (ZDS PTF-ELCAC), kept its promise of bringing government services to the people and inaugurated another set of Barangay Development Program (BDP) Projects in Lapuyan, Zamboanga del Sur.

The ceremony was led by ZamboSur PTF-ELCAC Chairperson and Governor Victor J. Yu, together with Lapuyan, MTF-ELCAC Chair and Mayor Joel Sulong, 53IB Executive Officer Cpt. Bahnarin Camsa, and ZamboSur 1st District Representative Congw. Divina Grace Yu.

The ELCAC projects in Lapuyan that broke ground were as follows:
– Construction/ Concreting of Barangay Tiguha Road;
– Construction/ Concreting of Sitio Sumanlad, Barangay Tiguha Road;
– Construction of Water System Level II at Sitio Cubo, Barangay Tiguha; and
– Construction of Health Center at Barangay Tiguha;

San Jose, Tiguha, and Mandeg are the three barangays in Lapuyan that are part of the BDP. All of these barangays were previously affected by conflict and were proclaimed “clear” of Communist-Terrorist Group (CTG) influence in September 2019 by the Army’s Community Support Program (CSP). The BDP, ELCAC’s flagship initiative, will provide 20 million to these barangays. The BDP was created to finally combat insurgency by providing durable solutions and basic services to communities in need.

ZamboSur 2nd District Representative Leonardo Babasa, Jr. also expressed his gratitude that BDP projects will finally begin in Lapuyan, as this implies the delivery of fundamental services to the people.

DILG LGOO-V Mr. Jerome Loyd M. Ogawan and Ms. Bechel S. Tanguamos, PADS RTA; 547th Engineer Battalion Executive Officer Maj. Aclo; and ZamboSur Provincial Engineer Antonio Laurenciana also took part in the activities.
