The construction of local access road projects funded under the Barangay Development Program (BDP) of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) in two municipalities of Antique is underway.
The BDP is a flagship program of the NTF-ELCAC which aims to bring development to former conflict-affected areas.
Antique Provincial Engineer Inocencio Dajao on Friday said construction for the two projects started early December 2021, although groundbreaking was held on December 15.
Before the road pavement is laid, a drainage system has been created to keep the roadside from flooding.
The farm-to-market road (FMR) covers the stretch of Sitio Apong in Barangay Cabladan, Sibalom to Barangay Aningalan in San Remigio worth P12 million and from Barangay Aningalan to Barangay Bulan-bulan in the amount of P20 million.
“The road from Sitio Apong, Barangay Cabladan in Sibalom to Barangay Aningalan in San Remigio has a total length of two kilometres. Given the P12-million budget the concreting could only be up to 800 meters,” he said.
The remaining kilometers, according to Dajao, will only be used as feeder roads until a larger budget is available for their construction.
The municipality of Sibalom only allocated P12 million for the construction of the FMR, with the rest funding going to power up 33 residences in Sitio Costan, construction of two-unit school buildings in Sitio Apong and Sitio Tiguidan, and a Level II water system in Barangay Cabladan.
However, the P20 million grant will only be used to concrete two of the five-kilometer road from Barangay Aningalan to Barangay Bulan-bulan.
“The provincial government is also allocating an additional PHP2.5 million so the concreting of the road from Barangay Aningalan to Barangay Bulan-bulan could be further extended,” he said.
According to Dajao, both road improvements are projected to be completed in March or April of this year.
In a separate interview, Antique provincial director Cherryl Tacda of the Department of the Interior and Local Government (DILG) said the Department of Budget and Management (DBM) were downloaded with P20 million funds each by the Department of Budget and Management (DBM) on April 19, 2021.
“The budget for the two municipalities was directly downloaded by DBM to the Antique provincial government that will implement the projects,” she said.
A total of P16.44 billion has been provided to 822 barangays that had previously been created as guerrilla fronts by the CPP-NPA-NDF.
